By Tetsushi Kajimoto TOKYO (Reuters) - Japan's industrial output rebounded in September to log its fastest gain in four months, offering some relief to manufacturers amid a slowdown in global demand and rising pressure on the country's exports from the U.S.-China trade war. Heightening downside risks for Japan's economy, including the effects of a hike in sales tax on consumption, will keep the central bank under pressure to ease again to sustain growth and meet its 2% inflation target. Uruguay’s ruling party takes blame for likely ouster in vote next month
By Fabien Werner BUENOS AIRES (Reuters) - A senior figure in Uruguay's longtime ruling party said on Monday it had failed to drive home its achievements with voters, as it appeared increasingly likely it would lose power in a second-round vote next month. José Bayardi, the country's defence minister, told a press conference the Broad Front ruling coalition had “not worked politically to help people make the link between the transformation process they have lived through and what brought that about”. He said the party, which has run the country along liberal lines for the past 14 years, would have to work harder to highlight its achievements and not lose the November runoff

‘No negotiation’: Bolivia opposition leader says strikers will not accept talks
By Vivian Sequera and Monica Machicao LA PAZ (Reuters) - Bolivian opposition leader Carlos Mesa on Monday ruled out any negotiations with President Evo Morales to end the South American country's political crisis, as strikes closed roads, schools and businesses around the nation. Bolivia has been convulsed by protests for more than a week after its electoral tribunal abruptly suspended publication of presidential election results, later announcing Morales had pulled off a razor-thin victory allowing him a fourth term. The results, which meant Morales narrowly avoided a run-off with Mesa, sparked accusations of fraud from the opposition leader and his supporters
